Proof of Indian hand in South Waziristan Militancy: army

ISLAMABAD: Pakistan has found concrete evidence of India’s involvement in militancy in South Waziristan and decided to take up the matter with New Delhi.

This was disclosed by Information Minster Qamar Zaman Kaira and military spokesman Major-General Athar Abbas at a press briefing on the progress of operation Rah-i-Nijat here on Monday. It was the first time in recent times that Pakistan had pointed fingers at India from a forum having representation of political and military leadership.

Mr Kaira said although it had been decided to raise the issue with India, Pakistan would not deviate from the peace process.

Gen Abbas said a huge quantity of Indian arms and ammunition, literature, medical equipment and medicines had been recovered from Sherawangi area, near Kaniguram. He said the Foreign Office had been informed and the matter would be taken up with the Indian authorities through diplomatic channels.

Sources in the Foreign Office said a dossier containing proofs of India’s involvement in South Waziristan would soon be handed over to officials in New Delhi.
KANIGURAM TAKEN: Gen Abbas said security forces had secured control of Kaniguram, a redoubt of Uzbek fighters.

He said there were fortified positions and bunkers in the area which were being used by militants in possession of modern weaponry. The entire area had been cleared of mines and improvised explosive devices (IEDs). Five truckloads of arms and ammunition were recovered from the area on Monday, he added.

Swat – a report from the frontline ... Farhat Taj

Recently an AIRRA (Aryana Institute for Regional Research and Advocacy – an Islamabad-based research organisation) investigation team went to some parts of Swat that had been under army attacks. The team observed whether the attacks were targeted at the Taliban and their installations. It observed two villages -- Ladikas and Watkai in Mingora -- and Khwazakhela, a tehsil in Swat. The team with its access to the people of the area could manage to take Besham route from Islamabad to reach Mingora via Khwazakhela. Though continuous curfew and alternate threats from the military posts and the Taliban posts badly hampered the journey of the team but somehow some of the members could manage to reach Mingora via Khwazakhela and Charbagh with the exodus of the people from different parts of Swat valley. The team was able to access and interview several dozens of those families who were still stuck up in the valley.

The team observed that the security forces have successfully destroyed the installations of the Taliban and have disrupted their chain of command in that area. They have killed many Taliban there with very little collateral damage, albeit with the destruction of civilian infrastructure. The best example is the Taliban headquarter in Khwazakhela. The headquarters was located on a mountain. It housed the Taliban operational command led by commander Yamin, the intelligence department led by commander Rashid and the department of logistics and supplies. The aerial bombardment of the Pakistan army reduced all that to rubble. The entire side of the mountain housing the headquarters has been exploded and razed.

The Taliban terrorists had established the headquarters with great efforts. They had cleansed a huge portion of the forest on the mountain to make free space for the building. They recruited the youth on a large scale, strengthened their command and control structure, established their hierarchical structure, planted mines on the main roads, dug bunkers and occupied the strategic passes in only two and a half months. And they did all this after the peace deal agreed with the NWFP government in February of this year.

The team interacted with the people in the area. Most of those killed were confirmed Taliban. There had been almost no serious collateral damage. Nearby buildings collapsed due to the force of explosions. Some people got injuries when hit by the collapsing debris.

Moreover, the army has cordoned off several narrow alleys of Mingora to prevent the Taliban from escaping. The military has cordoned off Swat from the northeast (the Shangla side), the southeast (the Buner side) and the southwest (the Dir side). In Mingora city itself, the Taliban are reported to be lying dead in the streets and local people confirm that some of them are well-known Taliban leaders.

There are still stranded people in Swat. The people are facing enormous difficulties due to power failure and water reservoirs in their homes which have dried up. Food commodities have become scarce and fuel stations have more or less stopped functioning. Soldiers of the Pakistan army and the FC are sharing their limited food rations with the stranded people. This goodwill gesture has earned respect of the stranded people for the security forces.

It is suggested to the army to issue the photos or video clips of the killed Taliban to the media and of the destroyed Taliban installations. Local people and the IDPs often know the Taliban and location of their installations. They would confirm that the dead were indeed the Taliban and the installations shown as destroyed indeed belonged to the Taliban. This is important because it will ensure transparency and reassure people of the success being achieved in the war.

It is highly commendable that the security forces are conducting targeted operations that have considerably damaged the Taliban in Swat. I would once again request the army high command to destroy the Taliban networks, installations, headquarters everywhere in Pakistan, including FATA and south Punjab. Taliban leaders in each and every city or town of Pakistan have to be neutralised. There is a strong connection between the Taliban in Waziristan, Orakzai, Swat, South Punjab, Khost and Kunar in terms of supply of manpower, weapons and chain of command. This connection is the Al Qaeda-linked Jalaluddin Haqqani and his terror secretariat in North Waziristan. This connection has to be broken, which means that Haqqani's 'secretariat' must be destroyed. Other than the military front, the war against militancy also needs to be fought on the ideological battleground -- Talibanisation needs to be denied ideological space in the country's security and state apparatus and this can be done by targeting elements in state structures and institutions deemed as being sympathetic to the militants.

The army must carry the war against the Taliban to its logical end. The army owes it to the Pakhtun and by extension to Pakistan, because the Pakhtun are citizens of the country and hence deserve the same protection by the state as accorded to those in the other provinces. The Pakhtun have always taken pride in giving their best sons to the army. It is now the turn of the army to reciprocate in such a manner that truly honours the Pakhtun martyrs of the army. This means complete elimination of the Taliban so that the Pakhtun live their lives free of the jihadi fear and intimidation. If done successfully, this will bind the Pakhtun even more closely with the state and the army. In that context, the army must convert this war into an opportunity that will substantially contribute towards making Pakistan a successfully functioning multi-ethnic state.

While the army is rising itself to the occasion, the performance of the politicians is dismal. The soldiers are giving their blood to save us from the Taliban. They are sharing their limited food ration with the stranded people. The army has given a share of their salary to support the relief work for the IDPs. Where are political leaders? What is President Zardari doing abroad? He should be visiting the IDPs rather than foreign lands. What is Asfandyar Wali doing in London? Why is Afrasiab Khattak in Dubai? The IDPs constantly complain that the ministers, MPAs and MNAs only come when the media is there and leave soon afterwards, without tending to their (the IDPs) problems.

All MNAs and MPAs, especially those elected by the people of Swat, Dir and Buner, should stay with the IDPs of their respective constituencies as long as possible because these are after all the people who voted them into public office.

General Kiyani's [fictional] letter

Meray Aziz Hum Watno,

In the last 60 years of Pakistan and especially during the past decade, the image of Pakistan Army and that of the high rank officers of Pakistan's Army in particular has severely deteriorated. Pakistan Army has lost its respect in the eyes of the most of Pakistanis, as a result of which I have decided to take this drastic action and writing you this letter today.

Today, as the commander in chief of Pakistan Army, I will make my best efforts to assure you that things will change for the better future of Pakistan and this letter will mark as a turning point in the History of Pakistan Army and Pakistan.

God has blessed us with an opportunity to admit/confess our blunders, incompetency, incapability and other unlawful and unprofessional actions. As Chief of Pakistan's Army, I ask all Pakistanis for forgiveness and Pakistan Army as Institution promises of behaving in a way that fulfils the nation's expectations in future.

I herby announce the following actions:

Supremacy of Constitution & Accountability:

1- Change in PMA Curriculum to ensure that each Officer understands that they are subordinates to the Nation, its Constitution and the Law of the Land, and not to the Chief of Army Staff or any other Officer. Senior Lawyers will be hired to give lectures in the PMA so that the obedience to constitution is properly understood and ensured for officers in future.

2- Oath of the Army officers will be revised as per proposals of civilian government to make it more clear on supremacy of civilian rule. All the serving Army officers will also take this new oath and the oath ceremonies of all officers above rank of Major Generals will be held in Prime Minster House and will be broadcasted to Public.

3- Military training of Army officers going abroad (US, UK or EU) will be carried out with intensive pre-departure psychological scrutiny and post-training debriefing to insure that they have not been infiltrated by foreign powers.

4- There has been increasing number of incidents of bullying, torture, abuse of power by Army Officers against Civilians. Effective immediately, I announce that cases for all such incidents will be taken to a Civilian Court, and till the decision of the case, such officers will remain suspended and in civilian custody. Army will not use any coercive methods to harass the media from reporting such events and the names/ranks of culprits.

5- All Missing Persons in custody of Pakistan Army or related entities will be released immediately OR handed over to civilian authorities for prosecution through due process of law. Any involvement in kidnapping of any Pakistani Civilian, including that of a Prime Minister by the Army in future will be considered as terrorism, and will be punishable by death as per the laws of country.

6- In order to ensure that any Army Generals do not overthrow elected governments in future, all army collaborators in all previous military take-overs, will submit to the nation and to the court of law. The culprits of 1971 as identified in Hamood-ur-Rehman Commission report will be punished, even after death to finally correct our wrong doings of past.

7- Role of ISI will be redefined to focus on external threats only and monitoring of Pakistani civilians, including politicians, judges and journalists will be considered treason. I also announce closing of ISI media cells and the permanent suspension of funding for propaganda campaigns through all sorts of Ahmed Quraishis and Zaid Hamids effective immediately.

Military Budget and Economy Revival:

8- The 2400-acre GHQ land in sectors E10 and D11 of Islamabad will be immediately sold to overseas Pakistanis, which will boost the economy of our motherland. This most expensive and luxurious piece of land at foot of Margala Hills in Islamabad would fetch at least 80 Billion Rupees equivalent of foreign reserves. This amount should be good to clear large portion of our foreign debt.

9- I announce the transfer of all military bases and properties from the urban areas into nearby cheaper rural areas to end the symbols of British Colonial rule. The thousands of acres prime properties in centre of urban areas like Rawalpindi, Lahore, Jehlam and Karachi should fetch 10 Trillion Rupees, which would be enough to provide clean water, basic education and healthcare to every single Pakistani Citizen. I assure you that this action will be started immediately and completed within 2 years time.

10- Pakistan Army will cut down its conventional army from 550,000 to a lean, high tech and smart force of 200,000. When it comes to war, a smaller and more efficient force is better than a large number of unprofessional soldiers. This change will save 2 Trillion Rupees of taxpayer's money over a period of 5 years.

11- I announce that allotment of plots and properties to army officers without accountability will be stopped immediately. All previous allotments of lands and plots will be brought under public scrutiny to determine the number of plots sold illegally by army officers, violating the rules and regulations and the main objective of allotment.

12- No army officer would be given more than one plot during his career, and that too will be based on his performance. The full cost of plots will be paid from Army Budget and will be bought from Civilian Government on market rates, instead of 2,000 Rupees per Kanal.

13- Allotment of Agricultural lands to Army officers will be ceased immediately and permanently. All disputes with farmers regarding Agricultural lands (like Okara Farms Scandal) and any other issues with civilians will be settled through civilian courts ASAP.

14- Effectively immediately, I announce that the benefits of all Army Officers will be made compatible with that of Civil Servants. This will ensure that a Grade-20 Army Officer will get the same benefits as any Grade-20 Civil Servant. This will boost the morale of Civilian Government and also lower the burden on taxpayers by several billion rupees every year.

15- All non-military properties owned by Army for entertainment purposes, including all golf courses, rest houses and resorts at prime locations like Bhorban and all over Pakistan will be immediately and unconditionally privatized. This would generate 35 Billion Rupees that will be handed over to Education Ministry, so they can build several universities with Research & Development facilities.

16- I also prohibit the use of army properties or equipment for personal use. From now, no army vehicles will be seen on streets for personal purpose, like for buying groceries or trips to beauty parlours. This move will alone save 2 Billion Rupees of taxpayer's money from fuel and maintenance costs annually.

Mumbai bloodbath, apparent winners and loosers.

Sometime after 9/11 I had the honor of traveling with Prakash Singh, a cloth merchant and resident of Kashmore, Sindh. In our discussions during the train journey from Sukkur to Lahore, 9/11 attacks came up naturally. He gave me a simple anecdote, “ just wait and see who benefits from it the most ? one who does, has more probability of being behind it than anyone else! “

If I take myself back to 27th November, and try to weigh the events in light of Prakash's anecdote, I find myself seeing these events in a different perspective.

Victims and their families are no doubt the ones who suffered the most. Victims include the public and security forces personnel. Close to 200 deaths and 400 injured is a huge toll. Multiply that with the same number of families and extended families, you end up with a number running into thousands.

Mumbaikars in general, have lost a lot. Mumbai just like Karachi, is a place where most things at the end get measured as good for business or not good for business. Theses events have certainly affected livelihood of the residents of Mumbai, currently the world’s most populous metropolis.

Indo-Pak relations are the most hit in the bigger picture. A decade’s worth of efforts and CBM’s from both sides have been undone in a matter of 59 hours. I suspect that now there will be quite some time before No I wont work in hate films will be the headline of Bollywood celebrity magazines, and Friendship Cup cricket series will be held. Already I see people getting back to pre-Kargil frame of mind with regards to the people on the other side of the border are concerned.

President-elect Obama had given a clear signal that India & Pakistan need to resolve differences on Kashmir issue, it was the word in grapevine that Pakistani Foreign Minister’s visit to India & Pakistani presidents’ Kashmir belongs to the people of Kashmir video conference with the Indian journalists a few days back, was part of that chain. Now I think we can safely assume, this whole initiative will be thrown out of the window.

Ironically, the investigation team, probing into the Samjhota Express arson incident was killed in Mumbai railway station attack, which was probing into Indian Army‘s involvement in the incident. The attackers fled without a scratch. This has already led to many Pakistani’s belief that the attacks were totally or in part staged to get rid of the investigators, as it would have brought ill-fame to the mighty Indian Army. An event similar to what we are very much used to here in Pakistan.

Keeping in mind that Mumbai is the commercial capital of India, and the attacks have struck the business elite of the city, the ramification for Indian economy might be ten-fold. A visiting head of a business corporate from Japan, representatives of a European business delegation, people close to film industry have been killed in attacks. In this time of global economic recession, the problems for India might be multiplied.

The right-wingers from both the India & Pakistan are the ones who will make the most out of it. Already people like Mr. Modi, CM Gujrat have spun into action, and are in spotlight with exchange of heated comments regarding the neighboring country. The fingers have been raised on banned outfits that is lashkars & jaish in Pakistan, it will certainly help them ramp up their public acceptance once again and they might be operating & recruiting out in the open.

ISI & RAW are once again back in the action. The two agencies have been pretty busy in the past half a century scroing points against each other. Sometimes it was ISI training and sending people to East Punjab & Kashimr, other times it was RAW with its training camps in Bhoj sending trained people to disrupt life in Karachi and activities in Afghan consulates. Both of them had to shun their activities, surprisingly so during early 2000’s when there was a military government here in Pakistan and BJP was ruling in Indai. Now, I guess the ball is back in the Intelligence agency’s court, rather than being in Parliaments or Presidencies.

At the end, the biggest looser is the average person, living in India or Pakistan . With Pakistan spending a hefty amount, more than it can afford to, on the military, the needs of an average person are usually ignored. India on the other hand having a fair portion of the soon to be biggest population in the world living far below poverty line, had to invest in its nuclear arsenal and spend billions of dollars annually to buy arms from France & Russia to provide for its army. The amount both the countries have spent on their respective military machines over the post-colonial erra is huge, and is often the very reason that they could not address and provide for the needs of the poor of the region.

Article inserted by Musharraf

The following is the text of Article 270AAA inserted in the Constitution by President Pervez Musharraf last year.

In the Constitution, after Article 270AA, the following new Article shall be added, namely:- “270AAA. Validation and affirmation of laws etc. (1) The proclamation of Emergency of 3rd November, 2007, all President’s Orders, Ordinances, Chief of Army Staff Orders, including the Provisional Constitution order No.1 2007, the Oath of Office (Judges) Order, 2007, the amendments made in the constitution through the Constitution (Amendment) Order, 2007 and all other laws made between the 3rd day of November, 2007 and the date on which the Proclamation of Emergency of the 3rd Day of November, 2007, is revoked (both days inclusive), are accordingly affirmed, adopted and declared to have been validly made by the competent authority and notwithstanding anything contained in the Constitution shall not be called in question in any court or forum on any ground whatsoever.

“(2) All orders made, proceedings taken, appointments made, including secondments and deputations, and acts done by any authority, or by any person, which were made, taken or done, or purported to have been made, taken or done, on or after the 3rd day of November, 2007 in exercise of the powers derived from any Proclamation, Provisional Constitution Order No. 1 of 2007, President’s orders, ordinances, enactments, including amendments in the Constitution, notifications, rules, orders, bye-laws, or in execution of or in compliance with any orders made or sentences passed by any authority in the exercise or purported exercise of powers as aforesaid, shall, notwithstanding anything contained in the Constitution or any judgment of any court, be deemed to be and always to have been validly made, taken or done and shall not be called in question in any court or forum on any ground whatsoever.

“(3) All proclamations, President’s orders, ordinances, Chief of Army Staff Orders, laws, regulations, enactments, including amendments in the Constitution, notifications, rules, orders or bye-laws in force immediately before the date on which the Proclamation of Emergency of the 3rd day of November, 2007 is revoked, shall continue in force until altered, repealed or amended by the competent authority.

“Explanation.- In this clause, “competent authority” means,- (a) in respect of President’s orders, ordinances, Chief of Army Staff Orders and enactments, including amendments in the Constitution, the appropriate Legislature; and (b) in respect of notifications, rules, orders and bye- laws, the authority in which the power to make, alter, repeal or amend the same vests under the law.

“(4) No prosecution or any other legal proceedings, including but not limited to suits, constitutional petitions or complaints, shall, notwithstanding anything contained in the Constitution or any other law for the time being in force, lie in any court, forum or authority against any person or authority on account of or in respect of issuance of the legal instruments referred to in clause (1) and on account of or in respect of any action taken by the Chief of Army Staff, the President or any other in exercise or purported exercise of the powers referred to in clause (2).

“(5) For purpose of clauses (1), (2) and (4) all orders made, proceeding taken, appointments made, including secondments and deputation, acts done or purporting to by made, taken or done by any authority or person shall be deemed to have been made, taken in good faith and for the purpose intended to be served thereby.”

WASHINGTON, March 8: The United States is “anxiously watching” to see how the new political government in Pakistan will deal with the situation in tribal areas, says a top Pentagon official.

Admiral William Fallon, commander of the US Central Command, also said that despite political changes in Islamabad, Washington would like to maintain its close ties with the Pakistani defence establishment.

At a recent hearing at the US House Armed Services Committee, Admiral Fallon said the United States was ready to extend all assistance to the Pakistani Military to make it “more effective and more competent”.

Army officers recalled from civil departments

ISLAMABAD, Feb 11: Pakistan Army on Monday called back all its serving officers from 23 civil departments, in what is being termed here as part of a plan to improve the image of the armed forces.

“More than 300 army officers are presently working in various civil departments and majority of them have been asked to report to the General Headquarters (GHQ) immediately,” Inter-Services Public Relations (ISPR) Director General Maj-Gen Athar Abbas told Dawn here on Monday.

He said the army authorities had written a letter to the federal government asking it to relieve all serving military officers from civil departments.

The move is in line with a decision taken by the 106th Corps Commanders’ Conference on Feb 7. The conference was presided over by Chief of the Army Staff Gen Ashfaq Parvez Kayani, who had in an earlier statement, directed army officers to “stay away from political activities.”

The army chief’s decisions about reversal of officers from civil departments and restrictions on meeting politicians have been lauded by the civil society and all major political parties.

The induction of army officers in civil organisations has always been a controversial issue and has been questioned on different forums, including parliament.

The ISPR director general said army officers would be withdrawn in phases over a period of two to six months. “We have asked the federal government to relieve those army officials immediately who can be replaced easily,” he said. “Those who cannot be replaced at once will be called back in two to six months.”

Maj-Gen Abbas said some of the officers who were serving on sensitive posts in civil departments would continue in their present positions as the government required their services for some more time. He said such officials would return to their parent department as and when the federal government relieved them.

He said the process of army officers’ induction into the civilian departments had started under a decision taken in 1981 by former president and army chief Gen Ziaul Haq. With the passage of time, he said, the number of military officers in civil departments kept rising.

Replying to a question, he said the army officers would not be inducted into the civil departments in future.

Sources told Dawn that army officers were being called back from 23 civil departments. The highest number of 61 army officers being called back is presently working in the National Accountability Bureau (NAB) which was set up by Gen (retd) Pervez Musharraf soon after taking over the power on October 12, 1999. Later, the NAB became a controversial organisation, and many opposition parties openly criticised its performance and termed it a tool in the hands of the military rulers to gain political advantage.

Similarly, the sources said, 21 army officers working in the National Database Registration Authority (Nadra) and 18 in the Water and Power Development Authority (Wapda) had also been asked to report back to the GHQ.

Other departments from where army officers are being called back include the National Highways Authority, Azad Jammu and Kashmir Accountability Bureau, Ministry of Interior, Ministry of Foreign Affairs, National Crisis Management Cell, Intelligence Bureau (IB), National Reconstruction Bureau (NRB), education departments, provincial governments, National Institute of Science, Technology and Engineering (NISTE), Customs Intelligence, Civil Aviation Authority (CAA), Pakistan Steel Mills, Establishment Division and AJK PM Secretariat.

It may be mentioned that at the Corps Commanders’ Conference, Gen Kayani had stated that holding free and fair election was the sole responsibility of the Election Commission and that the “army will meet only its constitutional obligations and help the civil administration maintain law and order, as and when required”.

Retired generals tell Musharraf to go

ISLAMABAD, Pakistan - An influential group of retired officers from Pakistan's powerful military has urged President Pervez Musharraf to immediately step down, saying his resignation would promote democracy and help combatreligious militancy.

"This is in the supreme national interest and it makes itincumbent on him to step down," said a statement released late Tuesday to the media by the Pakistan Ex-Servicemen's Society, after a group meeting attended by more than 100 former generals, admirals, air marshals and other retired officers and enlisted men.

The call came as Musharraf, who was commander of the army until stepping down last month, was in Europe on a tour aimed at reassuring Western leaders about his ability to restore democracy and prevail in the escalating combat between government troops and Taliban rebels along Pakistan's mountainous border with Afghanistan.

The group of former generals does not speak for serving officers, but its tough stance is an embarrassment to Musharraf whose popularity has waned considerably in the past year.
It could strike a chord within the army's current ranks —which are forbidden from expressing political opinions —over how a once-respected institution has lost a lot of support among the wider public as Musharraf's personal standing has eroded over his maneuvering to stay in power.

This fall, the U.S.-backed president purged the Supreme Court, which could have scuppered his recent re-election,and briefly suspended the constitution, setting back expectations of a restoration of democracy.

"The feeling was unanimous and strong among the (retired) officers and other ranks that Musharraf is the problem and that he is a source of divisiveness, a source of centrifugal forces and an impediment to democracy," saidTalat Masood, a retired general who is now a prominent political analyst.

Musharraf, a top U.S. ally in its war on terrorism, led a military coup to seize power in 1999, but retired from the army before being inaugurated for a new five-year term as civilian president in November.

His successor as army chief, Gen. Ashfaq Kayani, is believed to remain loyal to the president. The continued support of the military — which has ruled Pakistan for morethan half of its 60 years as an independent nation — is essential for Musharraf to remain in power.

The Bush administration has continued to praise the former general, saying he is committed to restoring democracy through parliamentary elections scheduled for Feb. 18.

Kayani has moved quickly to disengage the army from politics. He has banned officers from maintaining contacts with politicians, and ordered the more than 3,000 officers now serving in the civil administration and government-run enterprises to gradually revert to their military duties.

Kayani has been praised by U.S. officials as an aggressive commander who has shown he is determined to restore law andorder to the border regions that have served as a haven for Taliban and al-Qaida fighters.

On Tuesday, Adm. William Fallon — the head of the U.S.Central Command and top commander of American forces in theMiddle East — held talks in Rawalpindi with Kayani. ThePakistani army said the two men discussed the "security situation" in the region, but gave no more details.
In the latest violence, suspected militants attacked a military camp in the frontier region with rockets and small-arms fire Wednesday, killing three soldiers andwounding several others, a military statement and securityofficials said. The strike against Razmak Fort in SouthWaziristan came a day after fighting that left seven troops and 37 militants dead.

Meanwhile, a suspected suicide bomber was killed and five people were injured in an explosion in Jamrud, a tribal area close to Peshawar, said Khan Dad, a local government officer. The bomb went off in a market in the village ofWazir Dand, he said.

"We think he was carrying the bomb somewhere when it exploded," Khan said.

In its statement, the Ex-Servicemen's Society said its members had been watching "events in the recent past withgreat concern and anguish," according to the Dawn newspaper.

Tuesday's meeting brought together retired commanders ofall political stripes, the daily said. It included hard-liners such as Javed Ashraf Qazi, the former head of Pakistan's feared Inter-Services Intelligence, and liberal reformists like Air Marshals Asghar Khan and Nur Khan.

"Kayani has made it very clear that army has to keep away from politics and the affairs of the state," Mirza Aslam Beg, who was chief of army staff from 1988 to 1991, told The Associated Press.

"He has realized the sentiments of the people of Pakistan that they do not want the army to intervene and take decisions on their behalf."

Pakistan military retreats from Musharraf’s influence

ISLAMABAD, Pakistan — As President Pervez Musharraf grows more unpopular in Pakistan , his newly named successor as army chief is seeking to distance the institution from the Musharraf regime and pull back its virtual occupation of the top senior ranks of civilian ministries and state corporations.

Gen. Ashfaq Parvez Kayani , who was named to the top military job in late November, took two steps this week. First, he barred all senior military officers from meeting directly with Musharraf without prior approval and prohibited officers from having any direct involvement in politics. Second, he recalled many army officers from civilian job assignments.

New ammendments to Pakistan Army Act (1952)!

"According to sources within the Pakistani security forces, amendments have been made to the Army act of 1952 and any civilian can be arrested under the act and tried in military courts while hoarders and profiteers are to be tried in special courts. The revised act also states that attacks on armed forces is now an offense under the new act. "

Sounds like ground work for legitimacy of "Summary Military Courts" (SMC). SMC's were introduced for the first time in Gen. Ayub's martial law and then again in times of Gen Zia's military take over.

In SMC's a military officer presides over the court. State can also be represented by a military officer and the defendent can either hire a lawyer or ask a military officer for assistance. The courts are known for their swift disposal of cases..................any comments???
