General Kiyani's [fictional] letter

I wish this wasn't fictional...

Meray Aziz Hum Watno,

In the last 60 years of Pakistan and especially during the past decade, the image of Pakistan Army and that of the high rank officers of Pakistan's Army in particular has severely deteriorated. Pakistan Army has lost its respect in the eyes of the most of Pakistanis, as a result of which I have decided to take this drastic action and writing you this letter today.

Today, as the commander in chief of Pakistan Army, I will make my best efforts to assure you that things will change for the better future of Pakistan and this letter will mark as a turning point in the History of Pakistan Army and Pakistan.

God has blessed us with an opportunity to admit/confess our blunders, incompetency, incapability and other unlawful and unprofessional actions. As Chief of Pakistan's Army, I ask all Pakistanis for forgiveness and Pakistan Army as Institution promises of behaving in a way that fulfils the nation's expectations in future.

I herby announce the following actions:

Supremacy of Constitution & Accountability:

1- Change in PMA Curriculum to ensure that each Officer understands that they are subordinates to the Nation, its Constitution and the Law of the Land, and not to the Chief of Army Staff or any other Officer. Senior Lawyers will be hired to give lectures in the PMA so that the obedience to constitution is properly understood and ensured for officers in future.

2- Oath of the Army officers will be revised as per proposals of civilian government to make it more clear on supremacy of civilian rule. All the serving Army officers will also take this new oath and the oath ceremonies of all officers above rank of Major Generals will be held in Prime Minster House and will be broadcasted to Public.

3- Military training of Army officers going abroad (US, UK or EU) will be carried out with intensive pre-departure psychological scrutiny and post-training debriefing to insure that they have not been infiltrated by foreign powers.

4- There has been increasing number of incidents of bullying, torture, abuse of power by Army Officers against Civilians. Effective immediately, I announce that cases for all such incidents will be taken to a Civilian Court, and till the decision of the case, such officers will remain suspended and in civilian custody. Army will not use any coercive methods to harass the media from reporting such events and the names/ranks of culprits.

5- All Missing Persons in custody of Pakistan Army or related entities will be released immediately OR handed over to civilian authorities for prosecution through due process of law. Any involvement in kidnapping of any Pakistani Civilian, including that of a Prime Minister by the Army in future will be considered as terrorism, and will be punishable by death as per the laws of country.

6- In order to ensure that any Army Generals do not overthrow elected governments in future, all army collaborators in all previous military take-overs, will submit to the nation and to the court of law. The culprits of 1971 as identified in Hamood-ur-Rehman Commission report will be punished, even after death to finally correct our wrong doings of past.

7- Role of ISI will be redefined to focus on external threats only and monitoring of Pakistani civilians, including politicians, judges and journalists will be considered treason. I also announce closing of ISI media cells and the permanent suspension of funding for propaganda campaigns through all sorts of Ahmed Quraishis and Zaid Hamids effective immediately.

Military Budget and Economy Revival:

8- The 2400-acre GHQ land in sectors E10 and D11 of Islamabad will be immediately sold to overseas Pakistanis, which will boost the economy of our motherland. This most expensive and luxurious piece of land at foot of Margala Hills in Islamabad would fetch at least 80 Billion Rupees equivalent of foreign reserves. This amount should be good to clear large portion of our foreign debt.

9- I announce the transfer of all military bases and properties from the urban areas into nearby cheaper rural areas to end the symbols of British Colonial rule. The thousands of acres prime properties in centre of urban areas like Rawalpindi, Lahore, Jehlam and Karachi should fetch 10 Trillion Rupees, which would be enough to provide clean water, basic education and healthcare to every single Pakistani Citizen. I assure you that this action will be started immediately and completed within 2 years time.

10- Pakistan Army will cut down its conventional army from 550,000 to a lean, high tech and smart force of 200,000. When it comes to war, a smaller and more efficient force is better than a large number of unprofessional soldiers. This change will save 2 Trillion Rupees of taxpayer's money over a period of 5 years.

11- I announce that allotment of plots and properties to army officers without accountability will be stopped immediately. All previous allotments of lands and plots will be brought under public scrutiny to determine the number of plots sold illegally by army officers, violating the rules and regulations and the main objective of allotment.

12- No army officer would be given more than one plot during his career, and that too will be based on his performance. The full cost of plots will be paid from Army Budget and will be bought from Civilian Government on market rates, instead of 2,000 Rupees per Kanal.

13- Allotment of Agricultural lands to Army officers will be ceased immediately and permanently. All disputes with farmers regarding Agricultural lands (like Okara Farms Scandal) and any other issues with civilians will be settled through civilian courts ASAP.

14- Effectively immediately, I announce that the benefits of all Army Officers will be made compatible with that of Civil Servants. This will ensure that a Grade-20 Army Officer will get the same benefits as any Grade-20 Civil Servant. This will boost the morale of Civilian Government and also lower the burden on taxpayers by several billion rupees every year.

15- All non-military properties owned by Army for entertainment purposes, including all golf courses, rest houses and resorts at prime locations like Bhorban and all over Pakistan will be immediately and unconditionally privatized. This would generate 35 Billion Rupees that will be handed over to Education Ministry, so they can build several universities with Research & Development facilities.

16- I also prohibit the use of army properties or equipment for personal use. From now, no army vehicles will be seen on streets for personal purpose, like for buying groceries or trips to beauty parlours. This move will alone save 2 Billion Rupees of taxpayer's money from fuel and maintenance costs annually.

ISI closes the 'political cell'; Atlast it happened, a sigh of relief!

Mateen Haider of Dawn News, in an article on 23rd Nov. reported that the infamous 'political wing' of ISI has finally been closed down! It has been followed since by an editorial the next day.

I must say that this draconian, allegedly autonomous wing of the ISI, has been involved in making and breaking of the governments and political alliances. Specially the musical chair rounds of 90's when we saw 9 civilian and caretaker governments, and the icing on the cake with a military coup.

It is believed to have been operational by the self proclaimed Field Marshal, Gen. Ayub Khan. The questionable use of force by his Governor West Pakistan in forcing a favourable election result against Mohtarma Fatima Jinnah. Gen. Yahya used it against the Bengali public and politicians, It was taken a step further and formally ordered by the late premier Z.A. Bhutto, who had no ear for criticism to force opposition members down. It rose to its peak during the Gen. Zia's dark 11 years. The making of a favourable 'Majlis-e-Shura', an unelected parliament of the Industrialists and Landlords,and to trace the anti-Islamic 'culprits' and punish them( lashed and hanged ) publicly,most of which were the 'leftist' labour and student leaders. Then the breaking of 1988 PPP government and sponsoring the effort to make 'IJI' and election rigging in its favour was confirmed by Gen. Mirza Aslam Baig under Oath. The most recent and popular election muddling by it was in the 2002 elections to help the pro-Musharraf PML-Q secure seats, with the help of Local Governments.

I must mention here that, Ardisher Cowasjee, of one of the senior journalist in Pakistan, has been writing periodically about this wing of ISI's, not to mention that he has taken the toll for doing so (remember the anti-Pakistani, pro-American, unfaithful Zorastrian propoganda ?). South Punjab bars ‘out of bounds’ for Khosa, Naek

MULTAN, Oct 27: A lawyers’ convention has barred president of Pakistan, federal law minister and attorney general from entering all the barrooms in southern Punjab for allegedly taking a stance detrimental to the lawyers’ cause.

“The entry of each and every person who is against the lawyers’ movement for the restoration of deposed judges is banned, whether he is President Asif Ali Zardari, Law Minister Farooq A Naek and Attorney-General Latif Khan Khosa,” a resolution passed by participants of the convention attended by representatives of all bar councils of southern Punjab stated here on Monday.

The convention also rejected Pakistan Bar Council decision suspending the licenses of the Lahore High Court Bar’s Multan Bench President Mahmood Ashraf Khan and Secretary-General Rana Naveed Ahmad, removal of both office-bearers from their posts and nomination of acting president and secretary-general.

It warned some PBC members against using the bar against the lawyers’ cause while erasing the name of Attorney General Latif Khan Khosa from the “roll of honour” of high court bar due to his allegedy interference in the matters of bar and taking a stance detrimental to the lawyer’s cause.

Addressing the convention, LHC Justice Shahid Saddiqui (retired) said during the past 60 years, rulers had always suppressed the judiciary by sending the dissenting judges home in violation of the Constitution.

He said he felt proud that he did not take oath under PCO because it was the responsibility of judges to protect the Constitution.

Another retired judge of the LHC, Justice Jahangir Arshad, said now being a lawyer he would not appear before any PCO judge.

He demanded the Punjab government should initiate a trial against a former Sahiwal DPO who was allegedly responsible for the burn injuries caused to scores of lawyers when they were protesting against the suspension of the Constitution last year.

He said the PBC had suspended the licenses of seven members of Bahawalpur Bar who had launched a campaign to remove the bar president.

He said Athar Bokhari should restrict him for elections and should avoid to interfering in the matters of high court bar association.

President LHC’s Multan Bar Mahmood Ahraf Khan said appointment of acting bar president and secretary-general and suspension of lawyer’s licenses had brought a bad name to the PBC.

Later, the participants of convention held a rally from the high court building to SP Chowk. They chanted slogans against Latif Khosa, Farooq A Naek and Chief Justice Abdul Hameed Dogar.

Retired generals invite Musharraf to their meeting

The retired generals, who President Musharraf described as ‘good for nothing’, have invited General (retd) Pervez Musharraf and many others to their next meeting on Thursday.

“We invite you as General (retd) Pervez Musharraf, along with your star-studded team of ex-servicemen to join us. Honour us with your presence and give us your wisdom so explicitly being expressed,” a letter co-authored by many said.

Instead of Lt-Gen (retd) Faiz Ali Chishti, the Thursday’s meeting is being presided over by a respected ex-serviceman, Air Marshal (retd) Asghar Khan. Musharraf’s close aides like Gen (retd) Ehsan-ul-Haq, Gen (retd) Muhammad Yousaf, Gen (retd) Aziz Khan, Gen (retd) Ahsan Salim Hayat and Lt-Gen (retd) Moeen-ud-Din Haider have also been invited to the meeting.

A PML-Q leader and the oldest ex-serviceman who had drafted the resignation of Maj-Gen Askandar Mirza when Gen Ayub had toppled him, Lt-Gen (retd) Majid Malik has also been invited.

Others prominent ex-servicemen invited are Air Marshal (retd) Noor Khan, Lt-Gen (retd) Ali Quli Khan, former COAS Gen (retd) Wahid Kakar and Gen (retd) Aslam Beg, and former admirals like Sharif Ahmad, Fasih Bokhari and Fazil Janjua and others.

It won't be a surprise if Musharraf engineered terror attacks: General Chishti

RAWALPINDI, Pakistan (AFP)

A retired Pakistani General who opposes President Pervez Musharraf said he would "not be surprised" if Musharraf had engineered terror attacks to manipulate his image in the West. Former Lieutenant General Faiz Ali Chishti heads the influential Pakistan Ex-Servicemen Society, which last week issued a blunt open letter signed by more than 100 senior officers calling on Musharraf to quit.

The statement fuelled Western speculation that Musharraf may be losing support in the military following his resignation as army chief in November, a potential blow with parliamentary elections only three weeks away.

"Musharraf is an intellectually dishonest person. He is a clever ruler, who makes the US and the West believe that they can only effectively deal with Al-Qaeda as long as he is in power," Chishti told AFP in an interview."But what is Al-Qaeda and who are Taliban? I will not be surprised if this clever ruler is behind all suicide attacks,"

he said.
Pakistan has been buffetted by more than 50 suicide attacks in the past year, culminating in the assassination of opposition leader Benazir Bhutto on December 27, which led to planned January 8 general elections being delayed.

The government blames Bhutto's killing on an allegedly Al-Qaeda-linked tribal warlord, Baitullah Mehsud, but many of Bhutto's supporters have accused the government or parts of the military of involvement.

Musharraf, who seized power in a coup in 1999, has rejected those claims, and last week he angrily brushed aside the calls for his resignation by Chishti and the other generals.

"They are insignificant personalities," Musharraf told the Financial Times in an interview at the World Economic Forum in Davos, Switzerland. "Most of them are ones who served under me and I kicked them out... They are insignificant. I am not even bothered by them."

In another interview with the BBC he said that the retired officers had no clout with today's 500,000-strong, nuclear-armed military.

But Chishti -- a former federal minister and the one-time corps commander for Rawalpindi, a key post in the Pakistani army -- urged current and former servicemen to push for change.

"My request as head of the society, is that retired General Pervez Musharraf should also step down as President," Chishti said.

"We request all ex-servicemen and even those, who are in uniform to vote for persons, who are fit to do something for this country and people."

Chishti himself is no stranger to military rulers, having supervised the imposition of martial law in July 1977 in Pakistan. He went on to become a close associate of late dictator General Zia-ul-Haq.But he said that the situation now was different, partly because of Musharraf's close ties to Washington.

"Musharraf is in league with the US and the West for the sake of his own survival. The majority of Pakistanis feel he... has been taking illegal, unconstitutional and unlawful actions for his survival," Chishti said.

He rejected Western "propaganda" about Musharraf being able to safeguard Pakistan's nuclear weapons from Islamic extremists, saying it was the army's job.

"Is he carrying these nuclear weapons in his pocket? The answer is no," he said.

Chishti also accused Musharraf of "taking sides" and campaigning for the former ruling Pakistan Muslim League-Q party ahead of the elections on February 18.

The government meanwhile has rejected the ex-servicemen's claims. Information Minister Nisar Memon told state media that their demands for Musharraf to resign were unconstitutional, adding that he was "dismayed" by their "lack of understanding of national issues."

Retired generals tell Musharraf to go

ISLAMABAD, Pakistan - An influential group of retired officers from Pakistan's powerful military has urged President Pervez Musharraf to immediately step down, saying his resignation would promote democracy and help combatreligious militancy.

"This is in the supreme national interest and it makes itincumbent on him to step down," said a statement released late Tuesday to the media by the Pakistan Ex-Servicemen's Society, after a group meeting attended by more than 100 former generals, admirals, air marshals and other retired officers and enlisted men.

The call came as Musharraf, who was commander of the army until stepping down last month, was in Europe on a tour aimed at reassuring Western leaders about his ability to restore democracy and prevail in the escalating combat between government troops and Taliban rebels along Pakistan's mountainous border with Afghanistan.

The group of former generals does not speak for serving officers, but its tough stance is an embarrassment to Musharraf whose popularity has waned considerably in the past year.
It could strike a chord within the army's current ranks —which are forbidden from expressing political opinions —over how a once-respected institution has lost a lot of support among the wider public as Musharraf's personal standing has eroded over his maneuvering to stay in power.

This fall, the U.S.-backed president purged the Supreme Court, which could have scuppered his recent re-election,and briefly suspended the constitution, setting back expectations of a restoration of democracy.

"The feeling was unanimous and strong among the (retired) officers and other ranks that Musharraf is the problem and that he is a source of divisiveness, a source of centrifugal forces and an impediment to democracy," saidTalat Masood, a retired general who is now a prominent political analyst.

"He is bringing down the reputation of the army, and undermining its support among the people which it needs in the war on terror," said Masood, who attended the meeting."He has brought disgrace on all ranks."

Musharraf, a top U.S. ally in its war on terrorism, led a military coup to seize power in 1999, but retired from the army before being inaugurated for a new five-year term as civilian president in November.

His successor as army chief, Gen. Ashfaq Kayani, is believed to remain loyal to the president. The continued support of the military — which has ruled Pakistan for morethan half of its 60 years as an independent nation — is essential for Musharraf to remain in power.

The Bush administration has continued to praise the former general, saying he is committed to restoring democracy through parliamentary elections scheduled for Feb. 18.

Kayani has moved quickly to disengage the army from politics. He has banned officers from maintaining contacts with politicians, and ordered the more than 3,000 officers now serving in the civil administration and government-run enterprises to gradually revert to their military duties.

Kayani has been praised by U.S. officials as an aggressive commander who has shown he is determined to restore law andorder to the border regions that have served as a haven for Taliban and al-Qaida fighters.

On Tuesday, Adm. William Fallon — the head of the U.S.Central Command and top commander of American forces in theMiddle East — held talks in Rawalpindi with Kayani. ThePakistani army said the two men discussed the "security situation" in the region, but gave no more details.
In the latest violence, suspected militants attacked a military camp in the frontier region with rockets and small-arms fire Wednesday, killing three soldiers andwounding several others, a military statement and securityofficials said. The strike against Razmak Fort in SouthWaziristan came a day after fighting that left seven troops and 37 militants dead.

Meanwhile, a suspected suicide bomber was killed and five people were injured in an explosion in Jamrud, a tribal area close to Peshawar, said Khan Dad, a local government officer. The bomb went off in a market in the village ofWazir Dand, he said.

"We think he was carrying the bomb somewhere when it exploded," Khan said.

In its statement, the Ex-Servicemen's Society said its members had been watching "events in the recent past withgreat concern and anguish," according to the Dawn newspaper.

Tuesday's meeting brought together retired commanders ofall political stripes, the daily said. It included hard-liners such as Javed Ashraf Qazi, the former head of Pakistan's feared Inter-Services Intelligence, and liberal reformists like Air Marshals Asghar Khan and Nur Khan.

"Kayani has made it very clear that army has to keep away from politics and the affairs of the state," Mirza Aslam Beg, who was chief of army staff from 1988 to 1991, told The Associated Press.

"He has realized the sentiments of the people of Pakistan that they do not want the army to intervene and take decisions on their behalf."
